On December 4th, in commemoration of the sixth National Constitution Day, during China's second Constitution Promotion Week, as the first legal education base of the Haihe Water Conservancy Commission, the Haihe River Downstream Bureau Duliujian River Moisture Barrier Management Office (hereinafter referred to as the Moisture Barrier Management Office), together with the Nangang Industrial Zone Management Committee, members of the Duliujian River Mouth Joint Law Enforcement Office, the Haihe River Downstream Bureau Water Affairs Office, and the Gaoshaling Border Defense Police Station, held a closing ceremony for the Duliujian River Mouth area. According to the "Implementation Plan for Comprehensive Improvement of the Duliujian River Mouth Area", the 4.12 square kilometer jurisdictional area of the Duliujian River Mouth was officially closed. Kang Fugui, Secretary of the Party Committee and Director of the Haihe River Downstream Bureau, attended the ceremony and delivered a speech. Li Zhiqiang, member of the Party Committee and second level inspector of the Bureau, attended the closing ceremony. More than 60 representatives from the Bureau and its affiliated units participated in the closing ceremony.
The Duliujian River moisture-proof gate is an important project for the release of southern floods into the sea in Tianjin. For a period of time, illegal encroachment on river mudflat and illegal construction have occurred in the Duliujian River estuary area, which has caused serious impact and damage to the flood control safety, engineering facilities and ecological environment of the estuary. In recent years, especially in 2019, the Moisture Barrier Management Office has strictly followed the work deployment of the Ministry of Water Resources, Haihe Water Resources Commission, and Haihe Downstream Bureau to clean up the "four chaos", combined with special actions such as Tianjin's "Bohai Comprehensive Governance", and carried out joint law enforcement actions multiple times to crack down on illegal occupation and construction activities in the estuary area one by one, achieving significant results. The estuary area has basically achieved a leap from the past "chaos" to the current "governance".


In order to further purify the internal and external environment of the Duliujian River estuary area, prevent the "resurgence" of disorderly construction and occupation behaviors that affect flood control safety and damage marine ecology, and eliminate various adverse factors that affect the safe operation of water conservancy projects, in early 2019, the moisture-proof gate management office, together with relevant units in the jurisdiction, combined with the actual situation of the gate area, deeply studied and considered the ideas and measures to eradicate the chaos in the gate area, explored and proposed a framework for implementing closed management of the gate area, and promptly consulted with multiple relevant units such as Haibin Street, Gulin Street, Nangang Industrial Zone Management Committee, Dagang Oilfield Oil Extraction Plant, Dagang Power Plant, etc., to confirm that the roads in the jurisdiction are not necessary roads for social vehicles to pass through. After the closure of the jurisdiction, it will not have a negative impact on the normal passage of social vehicles, and organized consultations. After nearly a year of exploration and implementation, on December 4th, Formal closed management has been implemented in the mouth area of the Duliujian River.
This closed management is a major practice since the establishment of the joint law enforcement mechanism in the Duliujian River estuary area, and it is also an important measure to consolidate the achievements of "clearing the four chaos" in rivers and lakes and the comprehensive improvement of the Bohai Sea. As the first grassroots water management unit in the Haihe River downstream bureau to achieve closed management, the Moisture Barrier Management Office will continuously improve its long-term management mechanism, strengthen the daily management of vehicles and personnel in its jurisdiction, carry out solid daily inspections and patrols, actively innovate practices, and continue to explore new ways for grassroots water management units to strictly manage water and soil resources.
